No, it was an EF4.
Totally an EF4. Storm shelter might not have been built properly, and the rest of the damage was mid to high-end EF4.
Also, the wind doesn’t mean anything in the rating. It’s how much damage was done to the area it hit.

A lot of EF4-rated tornadoes are probably capable of causing EF5 damage but just don't hit the right damage indicators at their peak.
My understanding was that the storm shelter door was destroyed by debris.
ThePeacefullsWillingto I agree, it's like the Chickasha Tornado in 2011. EF5 winds were recorded but did not impact any structures at its max speed. (200mph) Most they could find was ground scouring, thus the tornado was rated an EF4.
