Following Hurricane Arthur's landfall at Category 4 strength in southern Florida, convection associated with the storm led to a destructive tornado outbreak over South Florida. The outbreak lead to $185 million in damage, while no deaths were caused.

On May 22, the National Hurricane Center began to track a tropical wave situated midway between Cabo Verde and Antigua. Over the next few days, the wave organized gradually; it was classified as a tropical depression on May 29. It soon organized into Tropical Storm Arthur. At this point, the NHC forecast the storm to move through the Bahamas as a major hurricane.
